Job Purpose

To monitor and maintain the Commissions’ database applications and operations; optimize throughput response time, coordinate the installation of new systems software and upgrades while ensuring the integration across database platforms in furtherance of the Commission’s Mission, Vision and Major Targets. Management of the Automated Biometric Identification System (ABIS) and related systems is also included. 

 

Core Functions

  • Monitor databases to ensure data structure conformity and data integrity. 
  • Monitor the process flow of the Automated Biometric Identification System (ABIS).
  • Troubleshoot database and ABIS issues. 
  • Map out the conceptual design for planned databases. 
  • Consider both back-end organization of data and front-end accessibility for end-users.
  • Refine logical designs so that they can be translated into specific data models.
  • Install and test new versions of the Database Management Systems (DBMS).
  • Write database documentation, including data standards, procedures and definitions for the data dictionary (metadata). 
  • Provide ad hoc reports. 
  • Develop, manage, test and maintain up-to-date database backups and recovery plans.
  • Ensure that storage and archiving procedures are functioning correctly. 
  • Collaborate and work closely with the Programmers and other IT staff with new application installations, troubleshooting and implementing solutions. 

 

Required Knowledge, Skills and Abilities

  • Strong script writing skills 
  • Familiarity with various operating systems and database technology (design, software and structure) 
  • Proficient in Microsoft Access and Excel 
  • Ability to prioritize and execute tasks in a high-pressure environment 
  • Proven analytical and problem-solving abilities 
  • Strong customer service orientation 
  • Experience working in a team-oriented, collaborative environment 

 

Required Qualification and Experience

  • Bachelor of Science Degree in Computer Science/Studies/MIS orequivalent
  • Experience with various Databases including MSSQL, Sybase, MySQL or Oracle.
  • Experience with reporting tools including Crystal Reports, MS Access or SQL Reporting.
  • Excellent verbal and written communication skills 
  • Strong analytical skills
